
Tom is Research Fellow in Sustainable Food Economics at the University of the West of England. He works with the UKRI Agrifood for Net Zero Network+: agrifood4netzero.net and is part of a team developing a participatory model of the future of the UK food and land system.
Tom is a doctoral researcher at the Institute for New Economic Thinking at the University of Oxford, and researches how agent-based macroeconomic models can be used to assess the distributional impact of climate mitigation policies.
He has previously led Defra’s Net Zero Economics team, and has worked in a range of policy and economics roles, regularly briefing Ministers and senior officials and representing the UK on working groups at the OECD, EU and WTO. Prior to working at Defra, he worked at Prudential, Ecooo and Triodos Bank.
Tom teaches economics at UWE Bristol and the University of Bristol.
