In normal times, the annual event is a chance to meet and talk informally with great economists from all over the UK and beyond. This year it was a Zoom-fest, but the\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=6c6f1eba31&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">line-up was just as strong<\/a>. Today\u2019s letter focuses on the topic of the first festival panel \u2013 farming and food \u2013 along with a particularly concerning Observatory piece about the food supply shock in sub-Saharan Africa. What was striking to me is the depth of the uncertainty across the world \u2013 and the radical nature of the economic proposals that are being made.<\/p>\n<p>In the early days of the pandemic, we all saw worrying images that are unfamiliar in the UK: panicked shoppers scrabbling for pasta, baked beans and toilet rolls, and supermarket shelves left bare. For a few days, news reports looked like those from an emerging economy in the grip of hyperinflation, rather than a G7 country. This was already concerning and now the country\u2019s exit from the European Union looms. So, just how secure is our food supply?<\/p>\n<p>When it comes to journalists, the experts on this existential question are the team at\u00a0<em>Farming Today<\/em>, so it was great to listen in on a fascinating festival session on farming and food supply with\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=540fe52302&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">Dieter Helm<\/a>\u00a0of Oxford University, and the BBC\u2019s\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=f7d71260c1&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">Charlotte Smith<\/a>. A write-up of the session, including a link to the video recording is\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=68e0a652d1&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.<\/p>\n<p>Two pieces of economics, both radical shifts, jumped out.<\/p>\n<p>First, new taxes. Dieter Helm set out his\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=8837973d9b&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">proposal<\/a>\u00a0for new border taxes to eradicate \u2018unfair\u2019 trade. The starting point for his argument is that free trade has led to a race to the bottom: this applies to regulation, labour standards and, vitally, carbon. Countries subsidise energy \u2013 including the inputs to pesticides \u2013 giving certain nations, including the United States, an advantage. Shoppers opt for low-priced options, which means that trade ends up slanted in favour of foods that degrade the environment. As you munch an American apple, you are taking a bite out of nature.<\/p>\n<p>The answer, Dieter argued, is to offset all this at the border. In particular, he would implement a \u2018carbon border adjustment\u2019 \u2013 a new tax that offsets the advantages that polluting countries provide their farmers (it would also raise the price of Chinese steel). Readers interested in these kinds of \u2018sin\u2019 or \u2018Pigouvian\u2019 taxes (which aim to tamp down \u2018externalities\u2019) can check out this\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=ca1d700225&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">Observatory piece<\/a>\u00a0by\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=fafb751ed9&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">Flavio Toxvaerd<\/a>. The striking thing is that if we really forced importers to pay the right carbon price for the food they bring in, there might be close to zero agricultural trade under this model.<\/p>\n<p>But if trade is troublesome, can technology help? The second shift I took from this discussion was in the way food is grown. Dieter and Charlotte discussed the rise of vertical farming \u2013 growing plants on shelves that are stacked high in warehouses rather than in fields.<\/p>\n<p>This would be the biggest change since\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=8ec91b2b91&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">\u2018Turnip\u2019 Townshend<\/a>\u2019s crop rotation, and there are clear economic benefits. One is resources \u2013 less land is used, allowing agricultural land to be kept fallow or to replant woodlands. Vertical farming also lowers transport costs \u2013 both monetary and environmental \u2013 since these vegetable factories, which feature automated lighting, watering and feeding, can be located close to cities.<\/p>\n<p>This part of the discussion was optimistic: we are told that the robots are coming for our jobs, but they may also be underpinning an environmentally friendly food supply for us too.<\/p>\n<p>Outside the UK, the perspective on food security is very different, as a\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=0befc9be4f&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">new piece<\/a>\u00a0by\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=08add37b98&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">Lotanna Emediegwu\u00a0<\/a>of the University of Manchester sets out. In 2019, around 239 million people in sub-Saharan Africa were undernourished. Much of this is down to shocks: economic, climate and political. This makes the impact of Covid-19 particularly concerning, and there are worrying signs already.<\/p>\n<p><img decoding=\"async\" class=\"align-center\" src=\"http:\/\/www.economicsobservatory.com\/wp-content\/uploads\/2020\/12\/Price-changes-in-staple-food.jpg\" alt=\"Figure showing price changes in staple food\" data-entity-type=\"file\" data-entity-uuid=\"031dad01-2a5f-4010-8db6-ee302099ffa7\" \/><\/p>\n<p>Lotanna\u2019s article is unsettling. Lockdowns came during planting season and were enforced harshly, limiting farmers\u2019 ability to plant. Schools closed and teenage pregnancies rose, limiting the ability of young women to help on family farms. With imports \u2013 from India, for example \u2013 now harder to get hold of, countries have banned the exports of some foodstuffs. These factors \u2013 lower capacity, a smaller workforce and restricted imports \u2013 add up to a dent in supply. The result is soaring prices for essential staples, particularly in Uganda.<\/p>\n<p>It is a striking piece, which I thoroughly recommend: you can read it\u00a0<a href=\"https:\/\/coronavirusandtheeconomy.us18.list-manage.com\/track\/click?u=5cf582c108c506269a8235882&id=ab37c1a112&e=bd429df7ba\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>.
